UNIVERSITY PARK, Pa. — Penn State University Libraries has signed a two-year pilot "Read and Publish" (R&P) agreement with Taylor & Francis Group, a publisher of peer-reviewed academic books and journals. Under this agreement, Penn State corresponding authors’ accepted articles will be open access (OA) if they choose the "open publishing" option, including the retroactive conversion terms for articles accepted on or after Jan. 1, 2024. To take advantage of this opportunity, authors should list their Penn State affiliation and Penn State email address when they submit their articles. There is no code to enter.

“We are piloting this so that we can assess the interest level while giving careful consideration to our budget,” said Mihoko Hosoi, associate dean for collections, research and scholarly communications, University Libraries. “We’ve received inquiries from several colleges and departments within Penn State, some of whom expressed desire for more immediate open publishing opportunities. We hope this contract will help make Penn State research more open, visible and impactful.”

The pilot agreement, which extends through 2025, covers up to 210 articles per year that have been accepted by any Taylor & Francis imprint in 2024 or 2025 at no additional charge. Both fully and hybrid OA journals are included. Retroactive OA conversion of articles, accepted on or after January 1, 2024, with Penn State corresponding authors, can be requested via oalibrarianenquiries@tandf.co.uk

For the list of OA publishing agreements and discounts, interested Penn State corresponding authors are encouraged to visit University Libraries’ guide to article processing charges for open access articles. For more information about open access initiatives supported by the University Libraries, authors, researchers and users should send inquiries to openaccess@psu.edu.
